Lots of people at bottom are suffering -because you find there are few courts - and even fewer jails.
The judiciary should be funded to be able to hire 300 magistrates courts - 47 high courts - 24 court of appeals - and of course one appeal.
Counties should also be allowed to establish small judiciary for small issues - kadhi like courts - crimes like alcoholism - should be dealt by county courts - and each county can decide how to handle this.
No need to clog the system with many by-laws crimes - like petty thieves, alcoholism, drunk and disordely.
