Capitalism without a soul. We need to ramp up  gov welfare for the poor.Start kitchen soups or homeless shelter...but that is way too much trouble. or well M-pesa every poor man enough money for basic human needs every months. They are doing it for disabled and elderly now..sending 2k per month...so they do not have to die from starvation or begging.

In place like turkana and others...they are now sending cash instead food...via Mpesa

Mpesa is helping people to people welfare...say a son or daughter sending something small upcountry to his folks.....

What we need is gov sending mpesa to really poor and desperate folks without relatives...who can help them.

The country can easily afford that...assuming we have 12M household in kenya..with say 3M really poor and desperate...gov can easily send 2,000*3,000,000 every month...and that would just be 6B kshs...per annum...that would be very litte..kshs 70B.

70B is not even 10% of our total tax...more like 6-7%..and we won't have people dying from hunger...2K should be enough to buy them cheap food, clothing and etc.

Nearly every developed nation has some kind of welfare systems...we do not have them send them 1,000 dollars like US..we can begin by sending them 1,000 kshs...as we develop criteria for inclusion and exclusion to the National GOV ran welfare system.

One thing  I have learnt govt can be a tool to social change while at the same time being a tyranny to change. One has to fight for their rights otherwise it will be taken away. The right to basic human care although granted in the const. is not a guarantee. NGOs used to fight for this but they have become cash cows to enrich oneself. Counties have to takecensus of what they really have, rich, poor, schooled, elderly, young, etc. These are resources that are often missed.

It should be in the law. Anyone over 65 should get free medical care at any facility. Children under 16 should also get medical care.

I am not sure welfare is the way to go.  But for sure, there must be some sort of guarantee.  At a minimum make basic food accessible to everyone.

Instead of giving increasing the devolved funds from 250BN-400BN,i think counties should only be added 50BN while the national government partners with the county governments to equitably share the other 100BN amongst the poor citizens,

Kenyans should also learn to eat other foods other than Ugali, beans, Githeri and potatoes. There is plenty of cassava, millet, sorghum, yams etc. Why are we not eating these?

social is the way to go .... NYS can be used to distribute food now that the tender people think they will lose out when Mpesa is used

I agree. Central govt should not be just dishing money to counties. Counties shoud come up with projects and then have central govt fund them. There should be all kinds like 100% funding, 50% funding, etc. Central govt can then audit projects funded to ensure money was actually used. The idea of just throwing money and hope for the best is bad given the number of hyenas.

Yes the welfare dependency syndrome can become disincentive for folks to work hard but there are people who deserve welfare; disabled (esp severely) for once, orphans, street kids, elderly, people ravaged by natural disasters like drought, the many IDPS, then really poor people who own zero assets with severely malnourished children,refugees...for the first part..that is already catered for..orphans,elderly and disabled are benefiting from gov remittance of kshs 2,000 per month.

Giving them cash through MPESA is quickest intervention..and reduce corruption along the way..in trying to provide food aid or other aids....

And then yes basic human needs..talking food, shelter and clothing..should be cheaply affordable...gov should for instance engage in massive cultivation of maize, beans and rice to ensure the prices are always kept low...farmers can find other profitable ventures..the same with mass housings on the cheap.

I am not sure welfare is the way to go.  But for sure, there must be some sort of guarantee.  At a minimum make basic food accessible to everyone.

The other option is school feeding programs.  Someone like the girl who had to endure statutory rape for a boiled egg would benefit immensely.  Counties can encourage farmers to produce more by implementing such programs in schools.

During nyayo era school milk, the milk was the only motivation for some people to show up in school.

Certainly. School feeding should be part of public schooling. It already being done in most of urban slums. So am not sure why that girl was that desperate.
