Among the biggest losers is Wajir whose allocation will be cut by Sh1.9 billion if the formulae is implemented.

Fyi Gemas Unity was enhanced in 2007 by the hate against Raila and motivation for the same in 2013 and 2017 also if Raila will be in the ballot same unity will be there to ensure he doesnt become the President.

In this case, hamper Ruto so come 2022 when the inevitable happens (no endorsement), he'll run around confused cobbling up another party.

I see - it just that I have been out there burying another close relative the last few days. Otherwise why would I been depressed by politics :) I am a dispassionate pundit.
We have talked about Jubilee enough times. Ruto didn't see how the nomination mess would morph into this but I believe Jubilee old brand (Jubilee Asili 1.0) is still good brand. Jubilee corona is bad rubbish nobody should associate with 2022. Raila has completely destroyed and jinxed Jubilee with his handshake/BBI.
What will sell is development...not cynical BBI nonsense.
Ruto remains the man to beat in 2022. Raila - poor Raila - if he surmount the poor health - he has no path to PORK - because GEMA cannot trust her.

This formulae is an example why BBI was doomed to failed from ab initio. It's hard to reconcile all the divergent views. That is why the constitution are rarely made in peace time. There has to be a big threat like the civil war of 2007 that will force the different sides to agree to compromise.
BBI will come and it will generate equal opposition and support.

Young kikuyu supremacists are naive to support this nonsense, they have nothing to gain from concentration of resource in over depleted Centro Kenya. A road in Kilifi or Garissa benefits Kikuyus doing quarry work there. Some of those marginalized places once opened up are haven for the drunk youths in Centro to turn into millionnaires given their hustling ways.
The myopic politicians are sure they will get the tenders and all sort of allowances once the idle cash is channelled into Centro.

Upon enacting of the new constitution rather than bring unity where any ciitizen of Kenya could live and work in any place in Kenya it did the opposite . Take example There was a sizable number of Kambas in Garisa they self evacuated before 2017 election - Same can be said of other counties . The only melting point of Kenyans seems to be Nairobi .
Actually the only solution of this is counties should be encouraged to generate their own revenue and a formula made in such a way for the counties generating substantial revenue should be rewarded equivalently

Take a case of Coast counties. Very poor infrastructure despite boosting the economy with tourismism and the locals being labeled as lazy. Coast counties should be allowed to keep part of the proceeds from tourism and even from the port of Mombasa. Counties should also keep part of VAT collected in their counties. This way counties like Kiambu will get a fair share of the money generated in their counties too.
Upon enacting of the new constitution rather than bring unity where any ciitizen of Kenya could live and work in any place in Kenya it did the opposite . Yes this way go - federalism. But nobody is talking about it. KRA should be forced as start to operate in counties - and aggregate tax collections by region. They should be tax collection breakdown per county. This will help inform the debate. Every tax collection should be coded with a county.
This will eventually make it easy to know who is really contribute to the taxes. And w can fight over Nairobi taxes.
I can only second your opinion.

Most livestock rearing counties are deemed poor but they're quite wealthy. A Samburu with 50 cows and 100 goats is several times richer than a poor peasant kikuyu with 1 acre. Even though the kikuyu is deemed richer cause he might have modern amenities like a proper house, water and electricity.

Nigeria does that for most of the taxes - except say custom duties - that are national.

How does the US government fund the Pentagon and the State Department?...Not through raiding state resources but by judicious federal taxation. Nobody talked about devolving defense and foreign affairs.
