Truly bizarre. It looks like Bill Gates, Mark Zuckerberg, Michael Dell, etc. would be unfit to work in ICT in Kenya, even if they could pass the "Council"'s examinations.
What is this supposed to achieve?

I haven't gone through it. But when I see licensing and that kind of thing, I am confused what role politicians should have in determining any of these things. What are they trying to achieve? I suspect it's just government trying to extend its reach where it's absence is actually desirable.

Licensing is just be beginning. The "Council" will deal with everything, ranging from practitioners who are "insensitive to clients' feelings" or who show incompetence as a result of a "character defect" or "emotional disturbance" .... to deciding the subject matter of courses, the manner in which the courses are offered, standards of internship, etc.

That is insane. Are these idiots saying they are going to determine you can legitimately do IT work only if they license you? Baloney. It will be the only place on the planet with such restrictions.

Pretty much. And they are serious about it: fine of up to 0.5 million shillings and/or 2 years in jail for practicing IT without a license.
