Firing, suspensions and prosecution of rogue police officers has to be happening every month not after 10 years.
The recent suspension of 67 officers should be the norm.

IPOA has become lameduck and seems there is no formula to strengthening the institutions even with commissioners earning millions. Nobody is willing to take on these sociopaths. In fact, every one is happy to use them to settle scores with judiciary taking decades to settle simple matters.
Bribes from matatus are now a matter of life and death.

Being a tout or a driver in Nairobi area is a criminal offence.Those drivers/touts are haunted like dogs by Kanju or police in Nairobi area.Thats why you see them heavy on drugs to reduce the stress.I don't know who killed that officer but if its the operators of those matatus,life in jail is better than being a tout/operator in Nairobi.The police take bribes,buy new General motors buses and frustrate the poor matatu owners/hustlers.
