The political risk has stymied investment both public and private. The chinese for example refused to lend until political climate was clear. Many private investors are holding on fearing 2007 meltdown. The same for people living in comspolitan areas esp in rift valley.

We joined Magufuli in the unpredictable enviroment. That is why dictatorship like Uganda or Rwanda sometimes is better because investors know for at least the foreseable future nothing will change.

But kenya is hurtling down to another crisis - and police are blocking church meetings!!!!!!!!!! even during Moi time it never got there.

Now the police are being deployed in church :) to stop people's freedom of religion, speech, name it.

Politician Raila Odinga has said he will accompany President Uhuru Kenyatta to China next week to seek funds for the extension of the Standard Gauge Railway (SGR) from Naivasha to Kisumu.

The Orange Democratic Movement (ODM) leader said on Saturday that the Beijing visit will pave way for a Sh368 billion loan.

This, he said, will help revive the Kisumu inland port whose fortunes have dwindled due to the collapse of the dilapidated railway.

"I will be part of the delegation that will accompany the President to the Asian country next week. The new SGR line will extend from Naivasha to Narok, Bomet, Sondu and finally Kisumu," Mr Odinga told a crowd during a stopover rally at Sondu market in Kisumu on Saturday.

He was on his way to a funeral in Wanda village, Nyakach Sub-county.

The plans come after a high-powered delegation, comprising officials from Treasury, Kenya Railways Corporation, the Transport ministry and the State Law Office, met last week to hammer out details of the borrowing ahead of the official signing.

Mr Odinga, the African Union's High Representative for Infrastructure Development in Africa, noted that the completion of the SGR will have a huge impact on the lakeside city.

The underutilised port will be opened up, he said, noting its potential to boost the county's economy.

"We are going to establish a special economic zone in Kisumu and make the city the hub of East Africa," he said.

Uhuru reached China to be confronted by Chinese tough questions. Chinese are very intelligent - and of course in place like Kenya - they have all the information. While Uhuru was expecting to be question on viability of the project - he was questioned on political stability. Whether he was planning to extend his term or not. He could not reveal to the chinese his game plan and the loan was rejected...when all had been ready.

The economist had the story.

Uhuru went and borrowed money the first time with Ruto as the DP and heir apparent then second time he went with his adversary asking for more money. Chinese have intelligentsia in all governments ,they know about each and everything. They know of a new regime coming in in 2022 and Raila is not part and parcel of that. They decided to wait up untill 2022 .....

Yes people really underrate Chinese - when average Chinese leader has PHD and IQ that is off charts. They analyzed the political risks - and saw if Uhuru was no longer committed to 10-10 - then risky were higher as Uhuru was engaging in political gamble. Not with their money. The railways is now rotting in maize farm in Narok.

Political instability effect is marginal compared to the elephant in the room, debt distress and corruption. Credit growth slowed way back in 2016 before capping of the rates as a result of heavy local borrowing. That situation is exacerbated by foreign debt that needs servicing which is putting pressure on KSH. To try to collect more revenue treasury via kra raised taxes on any fast moving goods, which further eroded buying power of the masses. Fuel had to be taxed to try to reduce budget deficits. The regulatory authorities are leeches that were created to extract money from businesses. BBI is a distraction but not the cause of the economic collapse.

That may be true - but only because we stopped public investment - we need leadership to figure out how to continue - and deals such as Nairobi expresseway, Mombasa-Nairobi expressway and the Nakuru one - are what can grow the economy. If we cannot borrow - we should finance the budget by selling assets.

People praise kibaki from bringing moi's debt from 65% to 45% - but Kibaki also sold a lot of kenya jewels - like Safaricom, Kengen, Kenre, etc - to finance the budget.

Jubilee are yet to sell anything. If they sold 25% of Safaricom like Kibaki did - that would be 3B dollars - enough to finance the railway.

So let's give the dog it's dues.

You talk about 3 Billion. How about Kenyan Govt has been bailing out KQ at a cost of 20Billion since 2013. Thats a total of 160Billion .
Guess where this money goes to pay A/C lease charges and suppliers who are tied to the same Govt .

If you close the loopholes used for looting you get finances needed for development.Obama was very clear on that.

As long as there is no serious no secret cow fight against graft - looting has remained the same - it only goes up and down depending on the development budget share.

Compare Kibakis budget in 2003 vs Uhurus 2019.

What a shamelessly self serving statement my Murconman. Ouru is actually trying to rescue his legacy by making sure Ruto does not become president for life.  Imagine what Ouru's legacy would have been if he let Ruto in knowing Ruto would become a dictator and refuse to leave the presidency until he dies in office like his hero Museveni. Ouru created Ruto the monster and he must destroy the monsters he created before he can exit politics.  That is the only way for Ouru to fix his legacy.
