He is wildly imaginative.  There are of course some truths.  Indeed it was evident early on, that the hustler and kamwana were in different galaxies on how to handle Baba's swearing in.  But I doubt Raila went to all the trouble of campaigning in 2017 for a shot at removing Ruto in 2022.  Makes no sense.
