This is one of the reason why no one can invest in kenya relying on tax incentives. One of the biggest determent to investment is unpredictable tax regime.  I bet EABL has to write off its investment in Kisumu soon. This also shows how desperate treasury is to raise funds to finance the ridiculous 2.7tr budget. The legislature can stop all this nonsense, Ichungwah the budget committee chairman should have put his foot down and stop this. But legislature has become just a rubber stamp, in a presidential system, it should be the parliament that creates the budget.  This is not absolve the inept executive. Raising taxes in recession is what drives an economy to depression.
