The covid show seem to have many multitude of stakeholders looking to achieve different goals. Not sure the use of zero covid, but XI could have been using it to clamp opposition protesters as he consolidate power and installed himself for more years. The west might want to import mild zero covid version to arrest inflation, Bill might want to neutralize a few more carbon producing people to reduce global warming/climate change.
