They got misused by Kibicho.The case against Manduku is wierd one because he was barely inside KPA before they went for him. The former KPA mds have all been hounded.The reason is rather obvious..KPA are 50B annual revenue parastals. You can imagine if tender or procurement is 1/3 of that - 15-20B annually - and power barons are targeting 10% of that - aka 1-2B. It's going to be vicious.
The fight against corruption can never really take off in a poor country like ours. The risk -reward matrix would need to be altered completely by making graft a serious crime - like robbery with violence. Make it a capital offense like China and that may scare 90% of the folks.
The asset recovery seem to be more successful than getting criminal conviction...because the standards are lower...no need to proof culpability. You cannot explain your wealth - you forfeit it to the state.
These guys were not serious from day one. They played to the gallery and after years in office have not even one single case they have convicted. They have their hands full and are busy parading more big fish to court only for the story to end there.
There is no political will to fight corruption in Kenya. The politicians thrive from it and are not willing to let go of this cash cow called Kenya.
