You cannot appease both -GEMA and Non-GEMA. That is what Raila is yet to realize. You have to pick a side because their interest are at variance. Ruto long decided to go with GEMA (PLAN A) - and only pick non-GEMA(Plan B) as an afterthought. It easy for Raila to incite Maasai and Mijikenda - but GEMA hate him for that reason.
That is why BBI is waste of time - because region A wants X - region B wants Y - totally diametric choices - and to get compromise will require another WAR.
Central want a presidential system with the population as only criteria to share money. They don't want regional gov because Nakuru & Laikipia will go. Coast want regional gov and majimbo and parliamentary. Somalis want money shared by Kms and want parliamentary and regional. Maasai don't want regional gov to further marginalize them.
Kalenjin knowing Ruto is about to nick - I think will take either - all the options look good to Ruto - which is why Ruto will 100% back whatever Uhuru wants.
So if BBI is to isolate Ruto - tough luck - because RV always wanted parliamentary & regional/majimbo - but because Ruto is nicking it - the status quo is good (Moi was never in hurry to implement majimbo).
So if Raila can make Uhuru deliver parliamentary and regional gov - I think RVs will run with it. The little matter of Uhuru - winning exec PM - will be apparent - when he turn up with 30mps in 2022
Raila like Uhuru is doing very well. Ruto is cornered in most of non-Gema. You of course imagine he needs to worry how he looks to Mt Kenya but you're wrong. Uhuru's onto the money over there... see how he is edging Ruto out with BBI in Meru. Ruto was to attend instead Kiraitu asks Tangatanga to keep off. Raila is the chief guest.
