Looks a lot more reasonable. Some of the demands are laughable - media house should pro-actively cover polling stations and report live feed :) How will IEBC enforce that? Media are not complaining any restricted access to IEBC polling or tallying centers - so what the issues here - or NASA just had to write a long list :) of demands.

The European Union makes the same "laughable" proposals!!!

Anything that stands in the way of RIGGING is ridiculed and denigrated by Jubilee Rigging Agents!

The media was hopefully NOT forced to cover the Karangi Statistics feeds. They have a desire to cover the elections. They are being asked to deploy their cameras microphones and personnel where the REAL news can be found and not to BOMAS where there is FAKE Results! How is it anything that requires "enforcement"?

Pundit, didn't IEBC claim that they are the only ones with a right to announce results? What was Matiangi protecting when he forbade media from reporting the announced results at the polling stations as they were being made by the P.O.s claiming only IEBC had a right to do that? I suppose this point is aimed at that. Come to think of it, if this had happened, and Uhuru had won, a petition like NASA's would have been that much harder.

I am not aware any media was blocking from announcing results; They did all that; I watched couple of them all over. What happened of course is that IEBC was way too quick for the media..so by 9-10pm Uhuru was home and dry as per IEBC statistics texted in. With electronic transmission on public portal...the role of media announcing is diminished.if scok don't outlaw the tranmission of text results (which would be a big mistake) then results will be known pretty fast....if they are scanned images..then media will have to figure out how to manually add things up..

That's what I said
Parallel tallying centers and announcement are waste of time. Nobody can access and relay results from all the polling stations faster than IEBC. I also said that if all other players resort to regurgitating IEBC data, then the results will be the same.

Best shot for NASWA and Jubilee is sponsor as many agents as possible to 'scan' and send these results right from the polling station and perhaps build a case should IEBC cook the forms before availing them to the public.

Kadame,
What Matiangi banned was announcing results other than IEBC's. If a media house could access all forms 34A,tally and announce the results, they would be welcome to do so....except by the time they are done the final results will have long been declared.

Let me try again:

1. NOBODY is saying the media was blocked by anybody from covering results
2. The media for some reason decided to cover BOMAS and neglected or refused to cover the constituencies and polling stations

For the record however Jubilee DID block the media from freely announcing results:

And you want us to force the media to cover all polling stations or const tally center. How about you open your own media station and deploy 40k reporters? How is IEBC suppose to help you with that. The list of demands is just an excuse or bait for NUSU mkate. IEBC and Jubilee should refuse to engage.

Some progress at least...

No RV Pundit I am not asking you to force the media to do anything.

1. First you can remove the threat by Mucheru and allow the media to report freely and not on your terms! What are you afraid of?
2. The EU has clearly explained what is desirable and allow me to quote for you:

Omorlo,
There was some sort of back and forth of media's role and the end was that they would ONLY announce or broadcast IEBC results. Since form 34A are final, then any media tallying and reporting forms 34A is only reporting IEBC figures.

You are right in that they failed to focus on the Constituency tallying. I heard Macharia Gsitho claim that NTV had dispatched 300 journalists to constituencies to do this but he was at pains to explain why they never published the results. I also recall Ken Okoth saying they camped at Upper Hill tallying center for Kibra Constituency and there was no media, nor observer or agent in sight.

I personally think these factors contributed to this lethargy by all media houses;
1. They overly concentrated on presidential elections and settled for the portal figures
2. They got too lazy chasing polling stations while text data and forms 34A were hitting the portal fast.
3. Counting at polling station is simultaneous meaning it takes extensive manpower to grab forms 34A in real time
4. Constituency tallying took days and everyone got bored.

Technology in transmission of results makes media role very easy. They just hook into the portal and report directly. If text-in data is disallowed - then the media has to figure out how to manually tally up the scanned images as they arrives.

The idea is that they go to the source and serve as an alternative check on the honesty of the Presiding and Returning officers.

The results are DECLARED at polling stations and the Tallies DECLARED at Constituency offices. Mucheru (Jubilee / Uhuru) can only prevent such broadcasts if he intends MISCHIEF. Otherwise NASA which is sure of victory is unequivocal (and the EU agrees) that the process at Polling stations right up to the 290 Tallying centres must be open and transparent.

Do you have any reason why you appear to be AGAINST such openness?

Is that the same portal which the IEBC and Uhuru Kenyatta later said was only producing and transmitting STATISTICS / DATA? You are full of JOKES!

The Kenyan media is just lazy. I cannot think of a matter of bigger public interest in Kenyan than this elections.  The media can pool their resources to have  an  agent representing all the media houses at each and every polling station. The Media can easily negotiate with IEBC that one pool reporter be certified and allowed to scan or take a picture of the signed  34A immediately and send it to a pool where all the media houses can share it and do their own tallying and reporting.

The idea is that they go to the source and serve as an alternative check on the honesty of the Presiding and Returning officers.

It's shocking the level to which one has to go to prevent an African corrupting a simple process.  You know bazungu(in the West at least) generally assume and correctly so that once the votes are cast, the guy counting will do so and provide the right result.  At this rate, we may need live video streaming installed at each polling station and guarded by foreign troops just to tame the jubilant appetite for stealing.

Actually its not an original idea. Pool reporting is done all the time by the media where duplication of resources is not necessary.  Maybe they need to look it.  The Supreme court has given an opportunity to the media to also take its role as the 4th estate seriously.
