Devolution to get better given the Governors' & MCAs' results
« on: August 11, 2017, 02:28:23 PM »
The results where only a few governors and MCAs got overwhelming support at the nominations and the General Elections means well for devolution. Everybody has to work as they know their political enemies are on the lookout. I foresee the young governors also laying the foundation for national duties, though not through Munya/Isaac Rutto suicidal approaches. The current crop of governors for next 10 years could give us a DP or president post 2027.

Further, fact that Alfred Mutua on basis of his performance means we will get better results than what the pioneer governors who had thought they were invincible offered.

Some of the governors I am betting on to lay transformational foundation for their citizens.
1. Waiguru - The corruption and subsequent firing has served a reason. Kirinyagans are in perfect hands.
2. Lenku - The past mediocre performance and firing has also served its purpose.
3. Sonko - Given the depths Kidero has sunk Nairobi he will do magic in inner city roads, garbage and health.

Please read about how Kenyatta killed Devolution. Uhuru has now got his own people elected. He will slowly use the ministry of Devolution to turn them in to state departments.

The governors will not produce a president for now unless independently super wealthy because there is not enough money to steal as a governor to compete with the kind of money that those in the national government can steal.  We are pretty much going back to a defacto one political party.   Jubilee is going to control everything including judiciary which they may or may not control directly but will anyway through intimidation and bribery. They will vanquish the opposition through witch hunts and draconian one sided prosecutions and we will be back to Kanu days before 2022 to give WSR an easy time to ascend to power.  Some people think that you can have economic development faster in a one party state with no opposition. That is actually false. The key to economic development is a democratic rule of law where corrupt leaders and murderers leaders are prosecuted.  RIP Msando-I have a feeling that your killers will never be apprehended because nobody cares and the goals of your murderers have been achieved. Crime actually pays here in Kenya.

Too bad in Nyanza, Raila messed the nominations - the region is stuck with quite some mediocre buffoons for next five years. Likes of Otuoma, Achilo and Gumbo would have stirred the swamp.

The Ukambani were wiser retaining Mutua and Kivutha and bringing in Ngilu who is also quite a performer.

For Kalenjinland not sure anybody would want/be allowed to outshine Ruto, so I expect not much inspirational performance but being young they can still give us some surprises.

I don't think WSR can be threatened by anyone now.. especially in RV. I think he has this one wrapped up. Those young RV governors can perform miracles with nothing to worry about.

What is it Waiguru did that makes her "capable"?

All this list is completely pointless. The Governors before them were from Jubilee and 100% loyal to Uthamaki. To put it bluntly GEMA Damu. What has changed?

Uthamaki needs more governors so it can kill devolution and keep most of the cash for itself. There is nothing these people can do differently from what their former Uthamaki governors did.

I am betting on the following governors

This Tribal thinking is sickening.

What is so special about a person being an Uthamaki stooge? Why did you not add Tuju and others who are "development conscious"?

The Governor of Kisumu is a PhD holder. The previous one was a Masters degree holder and an acclaimed international Auditor / accountant. He rose to become  Commissioner of Income Tax, and later Commissioner of Domestic Taxes, Kenya Revenue Authority and was in line to be the head of KRA were it not his TRIBAL BELONGING.

How did Raila mess up nominations? Jubilee cases are still going on, yet you are praising their mess.

I think you are dirty bigot who has been masquerading as a balanced critic. It is moments like this that the beast inside an educated Kikuyu comes out molars flashing.

Baradhuli kabisa.

Waiguru is quite a gem. Her performance in public service is unquestionable. As a woman to rise to that level is also no joke around.

The NYS had to happen once that huge budget was made. She had to comply with her bosses on where the money ended whether it was in gunny bag.

This is what generally what happens to most employees (public or private) - no matter how 'good' they are. What to do once corruption is pushed by your boss or his proxies?

I have met Waiguru severally and she is no joke. And her record is sterling - IFMIS was her baby at MOF. Expect her to perform Mutua-like transformation, NYS episode notwithstanding. Omollo is not objective.

I could be tribal. I don't expect much from Nyong'o. He fits in senate together with  Orengo. That way he can offer solace to Raila in press conferences.
It is encouraging to see him tell Kisumu residents to get back to work, for a start,  though this could spell a rough ride for him at Kisumu County.

Yeah Nyong'o is typical non-performer with zero track record. Like that ole Lenku dude... who could not manage ragtag al Shaabab with Recce, Flying Squad, NIS, etc... now he will uplift a remote county :o Tough luck.

Governors need to step up and devolve power from central govt. Thats the only way to stop Kenyan madness. I believe Sonko's impulsivity will come into focus.

Sonko has a carte blanche to return Nairobi glory... unlike Kidero who allowed capital flight to Machakos. Governors even have powers to borrow local and abroad, hold investor conferences, market internationally with KTB, send commercial attaches to embassies, etc. Sonko should make a masterplan... including city subway to deal with traffic, cleanup sewerage mess... and float Nairobond to raise capital. The sky is not the limit for these guys. Harping on another Okoa is poor strategy.

We are speculating on performance of new governors after the 'elections'. You seem to conflate integrity and competence - these are separate traits - you can have a performing thug and a useless priest.

I am more conversant with those counties though I think the kisii governor also isiolo gov. Kuti might do quite well. Generally I expect more improved performance across the board. The key is setting up urban infrastructures in key towns and improve productivity in all sectors especially agriculture where bulk of our citizens derive income from.

This is when I start questioning our education system.

I asked about people because you specifically mentioned people. You respond by letting me know that you are familiar with these areas. You ask for an apple and get the testicle of a goat!

Because you know Kirinyaga then Waiguru will perform better?

You should join those Talking Empty Skulls on TV. They make declarations based on polluted air.  Kisii governor is james Ongwae. He was governor the last five years. I guess you thought it was Nyachae? Pole, the software concentrated on feeding ungazetted polling stations - 80 of them

Isiolo: The outgoing governor decamped to Jubilee was rigged out of primaries and he joined the Jubilee winner of primaries to lose to an independent. I doubt you even know who won the Isiolo contest other than the belief he is Uthamaki friendly.

All this crap you write about infrastructure etc is a bit of poppycock considering yours and Uthamaki's desire to cut down on Devolution funds and transfer County governments under the Ministry of Devolution as Kenyatta did and his son thinks it was a genius solution.

Overall you write lots of empty air.

Good lord! I wasn't responding to you actually. Yes I know the governor of Kisii who I thought had done a decent job. Also kuti the governor of isiolo has good ideas especially in increasing livestock productivity in the county.
