Uhuru Kenyatta cannot have a minister for Justice when he has an attorney General and Solicitor General who are relatives and mafia consigliere. Ministers of Justice are usually appointed in Kenya by Presidents seeking to undermine the powers of the AG or dilute them all together.
Kibaki appointed Murungi to help him destroy the Moi Judiciary and set up his own personal army of judges to do as he wished.

This just political grand standing by jubilee. They may be interested in appealing if 1) they want save face after losing twice to NASA challenge 2) intended to influence ballot printer or corrupt the printing process.
Remember this politics and trickery deciet is part of the game.
NASA is sealing rigging loopholes and jubilee intends to unseal them ..iiebc is a referee appointed to oversee this duel. It is tricky business for iebc. Even in USA elections are litigated heavily
