A great piece by Prof Ndemo as always. He highlight changes that has been going on in ministry of land - that probably explain why Jubilee have distributed more title in 3yrs than in 100yrs.

When they get Land Information System working in all 57 Land Registries - retrieving/verifying/transferring land will be child play. This will spur investment.

Improving the manual process saw revenue jump from tenfold 800m to  9B.Digitizing it may well see revenue jump another 10 fold to 1B dollars.

I think he was cleared. DPP dropped the charges. Ndemo place in history of transforming this country is secured. I hope Jubilee tap him and put him in charge of ICT. He is a visionary whose positivism is refreshing. An opposite of dr Ndoom.

As for digitization - it started during Kimunya tenure in land ministry during NARC era - I think swedish funded it partly.

Do you have any evidence to support that or because you read a portion of what I posted you suddenly got the wise idea to bring up Kimunya now that he is part of the Jubilee Kleptocracy ??

Not everyone is a pathological liar like you. I know deeply about this. I was partially involved - Kimunya was the minister when this started rolling - around 2006 and it was funded by Swedish & Nowergian initially, But it's Jubilee who've brought it home and that is all that matters. SGR or LAPSET were probably designed or dream on in 1970s.

Let's see, this is signed in October 2007 - a month in to elections.

Under the old constitution, parliament had been dissolved and there was an acting government with ministers exercising limited power. That is when this is inked.

By December 29th Kibaki's term of office expires and he is in office illegally for a while before Kivuitu is forced to hand over the certificate to make him president by force. There is violence throughout January and negotiations start culminating in NARA which leads to Orengo being installed as the Minister for Lands.

I think I actually heard of this way back in 2005--2006 - then Kimunya was Min of Land - by 2007 he was Finance minister. Then Swedish were assisting them to scan title deeds and have it searcheable. They were looking for document management system..and I had some interest on it. Pretty basic stuff...that would have had impact..but took until Jubilee came to power. I mean just scanning and digizite the existing title deeds.

Definitely I knew of a project in 2005-2006 that was trying to get some basic GIS/scanned title-deed out - finance by SIDA - and I heard Kimunya talking alot about it.

Quick google search -  - Visit from the Minister for Lands and Housing. In May 2003, RoS
hosted a visit from Hon. Amos Kimunya MP, Minister of Lands and Housing in
Kenya, together with senior staff from this Ministry. The visit provided an
overview of the land registration process in Scotland, and allowed time for
discussion of common land administration issues.

I called SIDA yesterday. You are lying.

They signed the deal in October 2007. The post election violence caused an evacuation and suspension of the contract - whose implementation was to start in January.

The issues raised during the talks forced them to review the contract and they first concentrated on getting policies and the legal basics in place. There was limited work on documentation and storage during this period.

No actual work was carried out during Kimunya's tenure.
