Definitely I knew of a project in 2005-2006 that was trying to get some basic GIS/scanned title-deed out - finance by SIDA - and I heard Kimunya talking alot about it.

hosted a visit from Hon. Amos Kimunya MP, Minister of Lands and Housing in
Kenya, together with senior staff from this Ministry. The visit provided an
overview of the land registration process in Scotland, and allowed time for
discussion of common land administration issues.

They signed the deal in October 2007. The post election violence caused an evacuation and suspension of the contract - whose implementation was to start in January.
The issues raised during the talks forced them to review the contract and they first concentrated on getting policies and the legal basics in place. There was limited work on documentation and storage during this period.
No actual work was carried out during Kimunya's tenure.
