Did raila not get a death certificate after his son's death? Seriously kpmg did very a shoddy job. From what I am seeing on Facebook the register was either tampered with after audit or it still has millions of dead voters in it ..clean the mess iebc
The law is clear and it is followed upto the ministry of interior's doors. All documents are processed, including burial permits. The returns make their way slowly to the ministry having passed through the Sub Chief, Chief, D.O. DO1 - 100, County Commissioner, Regional Cordinator (Marwa).
Copies are sent to the County Births and Deaths Office which keys the info in to their computers as well as send the paper to Nairobi where it is again entered the computers and then filed.
More documents are generated which go to:
1. NSSF (incase there were any dues)
2. Register of Persons (for the ID card to be inactivated for use in GoK)
etc
This has worked very well until Uhuru came to power and Nkaissery happened.
There are people who go to places to work and want to leave a legacy of having improved how things work. NKaissery went to office to make sure nothing works as it should. When he heard that they will use the Integrated Population Register to weed out the dead, he set about hiring more people to recycle the ID cards of the dead, know them and add to the 2 million Ghost voters already in the register.
KPMG despite the hardships managed to trace 2.9M ghost voters in the register - i.e Nkaissery added 900K of them.
I have no idea how the details of Fidel managed to remain in the database. I hope the IEBC has not tried to release that as a way of saying Fidel would vote for his father. The GEMA love for false equivalence has something to do with their culture.
