If I were to guess, I would say incompetence is almost certainly the only reason. They are too disorganized to have any rigging strategy on the basis of manipulating the data. If they were to go that route, their main option would be to render the data basically unreliable. They could not pull off rigging that depends on its integrity. This is not any better than 2013. They have no versioning and deployment strategy. There is no distinction between the production, development and test environments.

The NIS working with Isaac hassan, Kasait and the reinstated IT boss has managed to introduce 2.9 fake voters in the database. These are composed of persons who have multiple ID cards (and the reason the Kenya Police cannot implement instant finger print check which less developed countries like Liberia and Sierra leone - indeed all Africa now have).
They have also used recycled ID cards with new names. For example persons who relatives died as far back as 20 years ago find those ID cards bearing voter details of strange people. I mean in any ordinary or normal country that would be a huge scandal especially when you rely on ID cards to fight terrorism etc.
These 2.9 voters are spread all over the country. Even those who are alive (but used multiple ID cards) will not turn up at any polling station to vote. That is why the statement by the IEBC that BVR will be used to identify voters is the most disingenuous claptrap this century!
Here is what the plan is:
The NIS / IEBC will access the database and move these voters to polling stations (including a few fake ones in friendly places like Kiambu). They will also target counties where Uhuru falls short of the 25%. These will be indicated as having voted. When the computers give their returns at the affected polling stations, the ghost voters would be reflected. However if you do a recount you will find a lower figure.
In friendly polling stations, this will not be an issue and if there is an non cooperative NASA agent, the GSU would remove him promptly.
In the meantime, the printed ballot papers would have been marked and the NIS would slowly but surely introduce those in the rest of the lot incase NASA asks for a recount! It is therefore essential they use Al Ghurair for printing ballots with minimum security and lacking any uniqueness - something all the other bidders stated they would add. The IEBC in fact used that against those companies and chose one delivering less advanced ballots.
To achieve this, they need to have access to the database. They have done that by convincing IEBC to host it with them.
When NASA insisted that they terminate the monopoly with Safaricom and allow other networks to also transmit, the IEBC agreed. But that was academic. All the results will pass through or end up on the servers which are hosted by Safaricom!
It was a huge shame for the IEBC when these ghost voters were discovered. They know that that is a huge indictment. Thus we are seeing a total denial of open and shut facts. They deny that the information posted all over social media and the MSM is non existent- It never happened! NASA has not said anything about it yet but from the IEBC statement you read NASA ...
Briefly that is how they plan to rig back Uhuru.
