Counties should form their own County Land commission to manage county land...including forests, game reserves, lakes and etc.

I had rather the locals steal local land..than have a situation like lamu where foreigners can alienate [in cahoots with NLC in Nairobi] 0.5M acres in Lamu and go round looking for that land using map coordinates.

I also like devolved corruption..because at least it our very own growing rich...not somebody thousands miles away.

CORD have indicated this will be part of the referendum question..and it ought to be supported.

NLC are presidential appointees....and like the former Land Commissioner...all PORK need is to put 5 out of 9 members who will do his bidding..and they can steal land everywhere.

National Land Commission should managed NATIONAL public land. They have no business managing county land...whether it a forest or a wet land or desert or a lake.

If National gov think certain forest is so important for national interest...then they need to compulsory acquire it from counties...take Mau for example..most of it is a trust land owned by counties of  Narok,Bomet,Kericho and Nakuru...now everyone make so much noise of it....it seem it's a forest of international interest...therefore the gov and international partners..should simply acquire compulsorily by paying off the current owners....

If not..those counties should hold the land as trust land and alienate it anytime anyhow...as long as a resolution by county assemblies has been passed.

the 4 counties need to embark on building a serious intercounty highway across the mau .... the roads circling mt kenya and aberdares ranges have been crucial in unlocking potential of central...

not sure whether the dying maa empire will agree but it can be forced....

I am talking about the forest; not alienated forest; if gov want to own forest in trustland like mau; they need to buy it.

Gout..yes we need roads criss-crossing the forest...the forest is owned by counties so all we now require is permission from NLC to curve out roads.

So how much would your 3 acres in Mau fetch ?

Apana. Wacha NLC iendelee the way it is. There will be more problems if it is left for counties to handle land issues. e.g now there's a standoff in Kibwezi about the SGR and land, tell me how Makueni County will handle these issues?

Absolutely. THere is nothing preventing them from doing so.
All they need is form planning commision gather the docs from the land ministry and make sure they know who owns every inch of land inthe territory.

Identifying owners is a big problem, in almost all counties there are vigogo's with thousands of acres that don't want it known they own it.
everything should just stay hivio hivio kwa giza giza. e.g  even the NLC right now can not identify all the land owned by the Kenyatta and other
big beneficiaries of land injustices.

If the county is unable to identify the owner then it becomes county property. If the owner comes back from the dead, they can be compensated.
Counties need to assert themselves not wait for the central to do everything. They need to know what resources they have then plan accordingly. A 5,10, 20, 50yr plan should be in the books.
Hii mambo ya dividing land into subacres should stop. They need to establish areas where the owner has to maintain a min acreage so that the area can be economical.
I can go on but......

So some Indians 'bought' 2500 acres in 1914! and 4 generations of Kenyans have had to live as squatters! Here is a case where the NLC is working as it should be and not Ngilu 'discovering' files and buying typewriters.

Locals are being told this is the benefits of devolution. There's no turning back that clock- watch what happens when they get more cash, and who will be accused of opposing pesa mashinani.

The developers held the land, covering 2,544.5 acres, for 100 years before the expiry of the leases last year.

The parcels of land are Tiwi Beach Block/Kwale 11 (167.5 acres), Tiwi Beach Block/Kwale 12 (167 acres), Block 18 (710 acres) and Virji Parbat plot at Vanga in Lungalunga (1,500 acres).

The leaseholders were Mr Liladhar V. Kakad, Mr Navaida J. Chotai and Mr Chanlal Hiladher Lakhan for blocks 11 and 12, Mr J.H. Gidomal for Block 18 and Mr Virji Parbat for the plot at Vanga.

The 100-year leases were issued on January 1, 1914, and expired on December 31, 2013.

RVP: Any attempt to liberalize corruption has ended up an economic failure...call socialism, lobby groups, mafia cartels, gang territorial fights, and the latest bust devolution. Factors of production, of land is key, are generally owned and controlled by a few, strong parties...that is just nature since Adam. You can devolve land and your poor uncle will turn around and sell it to fulani wa fulani and before you realize....you are back where we started.

An exhautive debate is needed about what to do with land. A comprehensive plan needs to be in place. its 50 yrs and we are doing the same thing as 1820.
