This kind of resource allocation starves the country of progress. Imagine they will buy these gadgets, train people to use them, more people to enforce the law, more vehicles to find these perpetrators, etc. Afghanistan did this kinda of stuff and look where they are..
Provide excellent education and nobody will have time for porn.

Yes.  But the packets are meaningless.  Unless you plan to intrude on communications and eyeball media being exchanged.

I don't think this is possible yet via automated visual screening. The last I heard it only recognizes faces with security systems like Cognitec based on prior facial input. Not much different to police facial recognition software. But then again it's from Korea and they may have already advanced on this further than Google. I'll find out.

These softwares (basic porn detector) are widely available for free now. It is a waste of money. Only in Africa can one get away with charging billions of shillings for software.

It's a crap-shoot.  You have bits of 1 and 0.  And you have to 1) guess the format and 2) have an algorithm to determine what is porn(an uncertain practice which tends to throw out the baby with the bathwater).  All utterly useless where secure communications are involved.

Point noted on the waste, assuming it's true.  To me, it is more likely that they just steal money from the bank straight up, without explanations that can raise more questions.  Much like they normally do.
