I feel like the country is always on status-quo

Politicians are paid to suck the country dry and problems are pushed down the road. IDPs, corruption, feeling left out, etc. People are angry and hungry because they have nothing to look forward to.

Devolution should also happen in the police force.  Each county should be allowed to hire its own police force from the locals, to be trained at Kiganjo or wherever, and posted back in their communities.  In that scenario the county would also be in charge of setting its own standards, maybe even further training, for the police.

When you hand over power to the people, whatever happens to them after that is generally what they want.

Totally agree. Only CID&NSIS and Army should be national. The police should be devolved. Of course there are folks who fear counties will abuse the police and unleash it on opponents and minorities but this can he handled by having safeguards against such abuses. National CID or FIB should be able to move in.

But first we must move from devolution to fedaralism. That has not happened yet.

Maybe in 20-30yrs when people have gotten used to devolution and it been tried & tested...then we can finally move to federalism..where counties collect own taxes, have own police and the whole shebang.
