I just started reading his book from Third World to First World.  I know this might sound cliche, but just from early impressions, he was not shy to intervene in small matters like clean streets, maintaining flowers etc.  If he were running devolution ministry for instance, he was the type of guy to know the price of a pen; or maybe several prices of the same from several sources.  Quite unlike someone like our own Waiguru with more important things to do.  You could say he was more of a Magufuli than a kamwana.
