I can't be too sure about that.  In any case why trust a thief?  That's like $55 million dollars.  If you do an image search for Lokoja the state capital it's obvious they could use every last penny of that money and some. 

Naija's like most Africans, a beautiful people.  But how are you going to blame a bazungu for this one?

I can see a certain logic in in: if he is going to return the money, then, surely, it is only reasonable and fair that he have a position from which he can "recover" his returned money.   

Anyways ... I'd be more interested in how much he would be keeping and not just how much he would be returning.
