The standing orders require that the head of state in an address to Parliament be heard in silence.

Two problems.

1. Ruto cannot be trusted to paint the true picture of the State of the Nation which as you know is dire.

2. I cannot sit quietly listening to lies.

Someone called him “kanda uongoman” which I thought was pretty funny, I call him bongoless. His handlers are now just embarrassing him. One thing Moi succumbed to was bad international press. He would ignore internal opposition but not what the world said about him. Thousands of miles down south they are well informed of everyday happenings in Kenya. Ruto needs to govern knowing technology has changed since the 90s sans SM when he entered politics and today the world is interconnected at the click of a button.
