Kawaida with the extra judicial policies. They give too much discretion powers to overzealous government officers who have overseen the mess.
Government, even in its best state, is but a necessary evil; in its worst state, an intolerable one ~ Thomas Paine

There's nothing like second generation distillers, everyone uses ethanol, the question is ethanol purity.
Muratina technically isn't illegal but has to be packed in bottles just like wines courtesy of mutotho law. Obviously for tradition rituals Muratina should be served in gourds and cattle horns. Soon there'll be bottled Muratina but it has to be priced at steep price since KRA taxes at Ksh.110 per litre plus stamp duty.

So the products are  the problem but instead of going after the manufacturers the police state goes after retailers? The market sorts out viability of businesses not regulatory authority, its what the market can bear approach. The new effective business model is direct to consumer, it started with covid when bars were shutdown. Soon even mama mbogas will be selling alcohol especially early in the day before official bars are opened, law of unintended consequences.

But you're not addressing the elephant in house - drug menace that has destroyed millions of youths - and rendered them economic burden to their families and society. That is bigger concern that 400 retailers of beer and the related alcohol industry. Any enterprenuer can easily switch to selling something else. They dont have to sell beer.

In my village they have similarly shutdown many local bars - leaving only few in main centers - and I see all those people who were in bar business - quickly converted to do other business.

When I talk to people in village - they are all happy - because drunkness has reduced drastically - as distance to main center - 10km away is real discentive to many partakers.
