You can't animal feed poor breed of cattle. Those drought resistant cows will spend all the food in regulating their temperature..not milk production. The solution is to tap already 5b litres of unprocessed milk.India does this...with useless cows...
How do you harvest milk from pastoralists? These people travel hundreds of kilometers to look for feeds from their animals...If KMC has been unable to deal with meat, you think it will deal with milk?..GOK should build mega dams in Arid areas and partner with the entire value chain from large grain plantations, cold storages for both beef and milk coolers.
A good example is Mwea,The Thiba dam supplies water to rice farmers, they harvest the rice bran and use it to feed their animals or Narok farmers who plant wheat to harvest bran and feed it to their cattle.
Otherwise, How will milk a pastoralist avoid his way of life of grazing a hundred cattle which he can sell for 15000 each and leave all that for a liter of 15 litres of milk worth 600 in an area without grass for his cattle.
LASTLY, The consumption of processed milk will be driven by urbanization because its not possible to keep cattle producing milk in Kasarani or Ruaka. That means as more people leave rural areas for urban areas, they will abandon their way of life and choose to consume processed milk out of necessity. The demand curve of processed milk, cheese, butter can be properly correlated with urbanization.
The biggest beneficiary of consumption of unprocessed milk is the citizens because its cheap and dont pay taxes to a corupt gov.The loacl hotels and households in rural areas and urban settlements benefit alot from unprocessed milk..1 litre of Processed milk per costs 120,Unprocessed milk per litre costs about 70,Citizens benefit.
Government should avoid interventionist projects meant to siphon money and focus on the COMPLETE VALUE CHAIN.
