When will someone fix traffic police open bribery by allowing instant fines

I believe a direct word from the president is enough. Just "From tomorrow, no traffic police should demand a shilling from matatus, cars, bodas, and bars!"

I always wonder why no president does it!

Then build reporting mechanisms and punishment sanctions for those reported as the instant fines are pursued.
