The troop of apes in charge of security either suffer from mind numbing stupidity of the kind that can only be the result of a special effort.  There are no laws, draconian or otherwise, that can help these people.

So, tell me how they can refuse USD 1K cash from Al Shabaab to let a truck pass through or USD 5K to provide escort through all roadblocks?

Indeed, no amount of enabling laws can outdo the sheer stupidity and incompetence that defines our police force. I wish we could as an experiment invite expat police officers from commonwealth to head our police force for 3 yrs. Something similar to Manitoba power executive who helped turn around KPLC before being kicked out by Kibaki fatcats who were denied contracts. Manitoba  managed to connect 150,000 user in a year, something that was unheard of in the inept and corrupt KPLC then.

We need to think out of the box. We need to try out something else. Clearly the system  is so broken no amount of fixing will repair it.

The issue is that the allowances have not been paid. They can be paid by Mpesa as well.

The real issue is that the allowances have probably been eaten by the "seniors".
