In response through the draft 2023 Budget Policy Statement, Treasury outlined measures that will ensure that tax cheats are forced to pay their fair-share.

"As part of the economic turnaround plan, the government will scale up revenue collection efforts to Ksh 3.0 trillion in the FY 2023/24 and Ksh 4.0 trillion over the medium term.

"Close monitoring of payments from the government to ensure correct taxes are declared and paid will be done accordingly," the draft 2023 Budget Policy Statement read.


In order to achieve this target, government agencies responsible for collection and enforcement of tax policies will have the capacity to monitor mobile money transactions.

The government intends to integrate mobile money systems within the domains of telecommunication companies with tax collection and enforcement agencies in order to make surveillance possible.

"The Government will undertake to roll out electronic Tax Invoice Management System (eTIMS), reduction of Corporate Income Tax (CIT) gap from 32.2 percent to 30.0 percent of the potential as envisaged in the KRA Corporate Plan and integration of tax system with the Telecommunication companies (Telcos)," the draft 2023 Budget Policy Statement read.




"Kenya is a global leader in financial innovation with access to formal financial services standing at 83.7 percent in 2022 largely attributed to the progress made by Kenya to expand financial access through various channels including mobile money financial platforms," the draft 2023 Budget Policy Statement read.

UDA regime is all about tax, borrow and spending. Broadening the tax bracket means lowering taxes to rope more people in not arbitrarily confiscating funds. All this is driven by the rapacious appetite for government to dominate overall  economy's aggregate demand. Our biggest problem is size and scope of government and the resultant funds needed to support it.

Polemics. UDA is run by Ndii who believes in your kind of ideals.

UDA is not proposing to tax more - just to nab the tax cheats esp using fake ETR receipts and fake stamps. Almost everywhere there is ETR machine - you were asked if you wanted it or not.Now with Electronic invoicing relayed live live to KRA - such cheats disappear - and we will see VAT takes it central place.VAT should be largest tax collection because almost every good and services is VATable....so 16% VAT should not generate 500B..or less than 4% of GDP...we should be talking VAT at 1.5 trillion alone.

UDA is not proposing to spend more - infact it promises not to build any new infrastructure apart from 100 dams, 100K of fiber and the rest is to complete started projects. The best people should expect for roads are murram roads in rural areas.

UDA is promising to bring debt to gdp to below 55. It promising to balance budget in 2yrs.

Ruto has taken a huge gamble in Ndiism...if water/dams fails..housing fails...these "software" kind of growing of economy.... will not be visible in 2027. People will look at Uhuru infrastructural expansion - and declare Ruto has failed. People see gov in terms of Thika Road for kibaki. SGR for Uhuru and such. "Soft Issues" about fiscal discipline - dont sell.

Ruto has the last two years to review - keep or fire Ndii - and go big on infrastracture. For now he should listen to Ndii because Uhuru has bankrupted Kenya.
