Put another way.  Mandera happened because County Commissioners are disorganized. 

Westgate happens because of poor coordination between APs and Kenya Police.

Mpeketoni, rather than being blamed on Agwambo's visit, now lays squarely at the chief's office.

Kapedo cops could not be saved because of weak provincial adminstration.

He seems to think that strengthening the colonial administrative structures is the way to go.  He shares this insight at his former chef school.

The man is trapped in a time wharp. He is one of the fellas who never took time to understand the new constitution and why some changes had to be made. He is longing for a Provincial administration that almost no Kenyan wants to have back. Chiefs are some of the most unpopular people in Kenya today and from colonial days.

He has to accept that there is Devolution and security has become an issue because GoK chooses to ignore County governments. They will make life impossible for the central government as long as they are ignored. The so called County Commissioners should be recalled back to Nairobi and an advisory delegation sent in their place to work with the county governments advising them on where the boundaries between National and County authority are. GoK should negotiate with counties to set up a quasi legal body aside from the courts to determine disputes between its own and county government decisions. Only cooperation will work.

The thing that stands out.  How this government keeps shifting the blame.  It's not consistent.  They can't seem to make up their mind what the problem is.

I recall vaguely the Mandera governor complaining about Al Shabab presence in the county.  There was no response from the government.  Is Lenku saying that the Mandera County Commissioner is to blame?

The Kapedo cops.  Apparently made mayday calls spanning over 30 hours.  Is this something Lenku is blaming on the County Commissioner?

When you hire an incompetent crew, they look for everything so that they can lay blame on it. These people have not set policies that will ensure any noticeable reduction in crime.

Internal Security portfolio has been a gravy train. Once appointed to that docket, you smiled all the way to the bank. If the Bank Manager was slow in approving your loans without collateral, you sent some tough looking chaps in their to question him and cart away documents and before they are out of the revolving doors, you'll get a call from the Chairman of the bank that it has been approved.

Undelivered supplies from uniforms to ammunition was the order of the day. Indeed there could go two years before more than a dozen bullets were fired in any crime fighting activity. My neighbor was a policeman and he told me he had been 25 years in the force before he fired his gun. Then it was the blanks fired at funerals.

Today they have to actually buy these supplies! That is where the rubber meets the road!

That is why it does not matter who takes that seat, he will fail. I sincerely hope GEMA takes the seat.

In this particular case, I would add incompetence too.  kamwana is incompetent in the best of times.  These are not nearly the best of times.

That someone, in the security sector in Kenya, is profiting from the chaos is increasingly apparent.  It's easy to think that there is a lot of dough coming in from uncle Sam to buy toys and services for this war.  And that the dough is ending up in some rotund man's pockets.

The thing I am unable to wrap my head around.  Kenya knows Al Shabaab leaders.  They know what they want.  They can end this menace by giving them a piece of the pie in Jubaland or some other settlement. 

Kenya doesn't have to do as the US does.  There are no resources for that kind of approach.  In fact even the US eventually decided to talk to the Taliban.  When kamwana and cheerleaders say we will stay in Somalia until Al-Shabaab is destroyed.  That is stupidity talking.  It feels good coming off the chest.  But the results are devastating.
