Policing should indeed be done by people who are part of the local community. In the US, with exceptions like Ferguson, for the most part that is the situation.
Having looked a bit more at the details of the Mike Brown case. The officer should at the very least face charges of manslaughter.
The prosecutor set out to bias the outcome in favor of the cop. The cop even presented exculpatory evidence in front of the grand jury.
The only reason he went the grand jury route was to present evidence against the victim. Something that goes goes entirely against tradition and the purpose of a grand jury.
I am no longer sure Mike Brown could have done anything, apart from killing the cop first, to save himself. Which goes back to the messed up dynamics of the policing situation in Ferguson.
