Three probable reasons;
1. They are just being themselves; serial morons
2. CORD is in it BIG as well
3. CORD are in another scam and they was blackmailed to silence

"I know and will reveal the names behind ... [insert latest huge theft or instance of political self-destruction]!"  is standard equipment in the arsenal of the Kenyan politicians.    Especially good for rabble-rousing at public rallies, e.g. when claiming assassination plots and or otherwise deflecting attention from oneself.    The "problem" with this one is that "those-who-know" stated that they would reveal loan official body---the toothless lion known as the EACC---and that body came back with "OK, reveal".

In recent years big-time eating has been very "equal-opportunity"---no regard to gender, tribe, political party, ...----and I don't expect Orengo's lot to reveal anything.   Of course, I could be wrong, but history ...
