Through intelligence... know the extent of compromise...you have to stay ahead..that how Ruto has survived 5yrs..stay ahead.If election has been compromised completely then move to plan B or Z.I doubt they can access encryption keys..and besides our election remain largely manual.Intelligence and counterintelligence including inside those police cells .The safeguard it's manual and it's granular.. biggest risk remain remotely interfering with voter identification.End day manual protection of the voters is only way... because we don't do electronic voting .
