If I was to bet majority of NIS/Prov/Sec sector are now with Ruto/Gachagua.
Gachagua having served 10yrs in the field as DO and later in Harambee house as Prof Mbithi's PA has very extensive network in prov admin
If he needs to call in favour...most of his colleagues are now seniors in prov admin.
Ruto run Jubilee 1.0 and has long history in power corridors - and strong support from many in civil services

Kibicho and Kinoti are waking up to the realities of being lameduck...their orders now are being ignored. Uhuru similarly cannot order anybody at this point of time....he is lameduck going to retire in a month.

Martha is busy meeting her NGOs friends - who are useless at this point of them - while Gachagua is working the security sector.

Now Raila is waking up to scramble vote protection schemes, parallel tallying centers, agent recruitment with only a month to go.

I doubt they even have parrallel tallying system or even good plan for agent recruitment - they were sleeping in comfort that Uhuru will handle everything

Gachagua actually has 15yrs in Prov Administration and Harambee house. Poor Raila and Kibicho.
