For some funny reason, Raila has been insisting on having the manual register of voters alongside the electronic one.
But Chebukati has refused.
The manual register is the easiest way to rig. Because anyone can come and claim to be a voter, and be allowed to vote, even if his or her name isn't in the register.
With the electronic register, it is impossible to rig. Once you have been identified you cannot vote again, and the number of ballot papers released are recorded electronically.
In other words, Chebukati has refused to allow the rigging to happen. Yet every hope has been on the Shishtem.
You can always know the person going to lose by the number of complaints and questions he or she keeps asking......
