Apart from Kindiki - and Kuria - the rest have gone back and forth btw Uhuru and Ruto.
Ruto has not finished any of these guys.
Because Ruto has not become PORK.
They have been finished or punished by the masses for being wishy-washy

I would put Kindiki as Cabinet Secretary or Head of civil service to replace the retiring James Kinyua.
That is good position for a long term loyalist like him - who is also good in paper pushing.
That would match his skillsets too. He can reward his people by putting them in civil services.
As for roads...If I was Ruto...I would insist if budget is small...build 10kms road in every const in kenya.
Dont get into idea of rewarding regions with more development than others.
It's very bad small minded politics.
Bondo deserve tarmac just like Turbo.
You can favour who get hired in gov - in top post - but when it come to development - develop the country uniformly
And you'll become so popular in the country - next election need not happen on presidential race.
You become kibaki - rewarding your region or Moi - you will struggle.

What I know Kindiki will almost choose the ministry or the job he wants; Apart from Linturi; He is Ruto guy in entire Meru region or Mt kenya east.
That is why he made DPORK final. He has been Ruto loyalist - though he is not aggressive like Linturi. Linturi will sleep in Ruto bed if need be - and he will in kitchen cabinet - and will be winning big national contracts.
As for Tharaka Nithi - I believe what they want - and what expert think they want - will come up on 30th August.
Ruto has listened to what they want - and has given Ndii the job to become with what they actually NEED.

When did Ruto appoint a cabinet. Jubilee 1.0 had only 4 kalenjin. Kalenjin population is roughly 15% with about 10 tribes. 4 out of cabinet of 22 is 18 percent. Ruto had 11 position in 50-50 deal with TNA. You never heard anybody complain in URP.

Now move to Raila - just recently - ODM had 60Mps - about 1/3 came from coast - Raila ensured Luos took everything - including Weta's minority leader - this is why Raila has lost Bungoma, Kilifi, Kakamega and Kwale now....because of the little he got...he gave it to Orengos, Badis, name them, all the chairs are from Luo Nyanza...all the handshake benefits...kisumu.
