More likely her own decsion IMO.  She is moving with the wind based on what she perceives on the ground.  She thinks kamwana is a sinking ship and she is doing what any sewer rat worth its legs will do.  EACC I don't know what to make of it.  She is obviously a crook, much like a whole bunch of the people in charge in that country.

There is no doubt that governors are being forced to support Raila by Uhuru system - and you know what gov uses - gov has corruption intelligence on all governors - and threats of prosecution/impeachment has kept them supporting gov projects. The Mps or senators are harder to manipulate because the dossier is not as big as governor and there is no impeachment or stepping aside.

It goes without saying that nearly all governors are corrupt.

As regard to Waiguru move...she has had to contend with Kibicho...who come from Kirinyanga and at one point had ambition to be Kirinyanga governor. It appears Kibicho has given up and endorsed Ngirici. Just like Matiangi...they have come to realize politics iko na wenyewe...and they rather eat money till nov 2022...than resign in feb, spend a fortune in election and lose. In fact the best time to steal public money is next year - because as everyone is busy with election - you're busy signing deals and carting money.

Kibicho-Waiguru had made uneasy pact - because both were in Uhuru team.

Recently with Mashujaa day coming to Kirinyanga and aware how unpopular Jubilee/Uhuru is, Kibicho literally camped in Kirinyanga. He knew he needed Ngiricis to tame the ground so they dont embarrass him.

Once Kibicho made peace with Ngirici - she had no more use of Waiguru - and she has  let the dogs on her. Waiguru seeing that decides to talk to Ruto - mend her ways with ground - and see if she can win UDA nomination.

I dont think EACC are independent...Police/DDP/EACC...have been captured by Harambee house...and made extension of Prov Administraiton controlled from Harambee and statehouse house.

EACC I knew was useless when in 2019 they refused to charge Matiangi - for Ruaraka land heist - despite evidence from Ministry of Education and Nairobi County that he had paid public money to a conman - who had been compensated for that land in 1970s.

In politics - interest is only thing constant. If Uhuru see that his interest is best served by Ruto - he will ditch Raila pronto. If I was Raila, I would like Ruto, work on my own political network, and give lip service to Uhuru, because if he flips, then Raila is DOA. He is better off in OKA trying to befriend Musalia and Kalonzo - while pleasing Uhuru/Mt kenya.

Raila has made himself totally dependant on Uhuru - if Uhuru does a handshake with Ruto - he is basically dead.

Uhuru byzantine moves only indicate one thing - he doesn't intend to retire and want to continue playing political role. The only problem Ruto has snatched Mt Kenya beneath him. He is now a king without cattle. Without state machinery intimidating governors - and gov largeses - he would be naked. But every-day he will become more lameduck...as people rebel like they did to Moi. In fact he has few months to make a deal with Ruto...or with Raila.

Whatever he sign with Ruto or Raila will be thrown to dustbin day one in power. He is therefore wasting time. Unless he was to find a fellow Kikiyu - there is no gurantee that Ruto or Raila will not destroy their kenyatta empire - both will be keen to destroy it. Plus Moi.

So for Mois and Kenyattas - everything is turning upside down. They have permanent enemy in Raila (ignore the lovey dovey) - and they have created a new one in Ruto by slicing him. Both Ruto and Raila are very forceful individuals and will not willy nilly share power unless you can hurt them politically.
