Gov should spend on getting better Boda Bodas than average Boda Boda...so in case a chase occur..they can catch up. At least buy twos serious Germany/Japanase/American type of motorcycles for every police station....and have them on standby.
And have at least MotorCycle Response Unit in major cities. This maybe the only way to tame the boda boda menace....which is going to become more and more serious....
