Yes this way go - federalism. But nobody is talking about it. KRA should be forced as start to operate in counties - and aggregate tax collections by region. They should be tax collection breakdown per county. This will help inform the debate. Every tax collection should be coded with a county.

This will eventually make it easy to know who is really contribute to the taxes.  And w can fight over Nairobi taxes.

I can only second your opinion.
Take a case of Coast counties. Very poor infrastructure despite boosting the economy with tourismism and the locals being labeled as lazy. Coast counties should be allowed to keep part of the proceeds from tourism and even from the port of Mombasa. Counties should also keep part of VAT collected in their counties. This way counties like Kiambu will get a fair share of the money generated in their counties too.

Federalism is the only solution. The alternative is statisticians at treasury calculating poverty indexes that are heavily eschewed. Most livestock rearing counties are deemed poor but they're quite wealthy. A Samburu with 50 cows and 100 goats is several times richer than a poor peasant kikuyu with 1 acre. Even though the kikuyu is deemed richer cause he might have modern amenities like a proper house, water and electricity.

The only downside is if Turkana or some place find some oil - and demand their share.  So we need to strike a balance btw nationalism and regionalism. Understand counties that contribute nothing now - could contribute a lot in few years.

That is not a problem, the oil that is found in Turkana should primarily and exclusively benefit that place. Federal taxes shall be deducted but that should be about it, that is how it is done in the States, Australia and other industrialized nations with a functioning rule of law. Alaska keeps its oil money, it doesn't fork them over to Washington, DC or share it with Virginia where the Federal government resides. There is no balance to be struck, read about the fiscal federalism arrangement of Switzerland, it is a good model for Kenya. It is clear you still pine for the old centralized model. Old habits die hard.

How does the US government fund the Pentagon and the State Department?...Not through raiding state resources but by judicious federal taxation. Nobody talked about devolving defense and foreign affairs. You are stuck in the old centralized paradigm which is carryover from the colonial administrative state that enslaved your ancestors. if we had real devolution/federalism, you would not be crying about GEMA or Uhuru.
