To get a motion to be discussed in the UNSC required a sitting member to propose it in this case if Raila decides to unleash a war in Kenya after losing 2022 elections it wont take lobyi g for it to be tabled in UNSC.

Remember UhuRutos ICCs case deferal /referal tabling saga between Kalonzo and ODM in the UNSC. I believe you now get the gist of it.
