Because new data shows most infections are from those who are infected but showing no symptoms. Kenya and Africa should implement this quickly, before we reach blow-up levels.

Duh!! You mean you've not been doing that?
The reason they did not mandate was because they feared people will hoard masks and there will be none for professionals.

Yeah this seems very sensible. I will be wearing a mask whenever venturing out and about - though I have ground myself totally for next 2 months.
