olekina is right about one thing, land use policy. Land change of user policy needs to be enforced. We have mainly kiuks going to masai land buying 5 acres of land then subdividing that land into 40by80 plots to sell. Within a couple of years you basically have slums with zero infrastructure. Encroachment along wildlife movement areas is a major factor in kajiado and narok. I believe a county should be able to set its land usage policy, including not fencing in certain areas. Anyone buying land in that area should abide by local bylaws and that's not violation of property rights.

We don't need constitutional changes to do many of these things.Its like county funding...there is no maximum ceiling.Land use is already a county function... nothing stop them from failing to approve.

Correct, actually its the county governments that aren't enforcing this bylaws.
