We shall see BBI.Ruto has Major Seii.Uhuru has Haji.Raila has his wakili.So they report to Uhuru n Raila.it dies.Or how does it get parliament or Iebc.Uhuru will probably buy time with BBI Implementation committee..
1. Codify a bill with Yes-No questions
2. Collect 1M signatures in support of the bill. IEBC ratify signatures as real voters
3. Go for 24 counties simple majorities
4. Go for Parliament simple majorities
5. IEBC call referendum
No 1. - the Yes-No question is the make-or-break step with carrots and sticks. I expect Exec PM with fewer MPs, 45% devolution, 1/3 women, bigger equalization fund, etc to dull Ruto propaganda. Ruto probably run to cut through surrogate to claim we can't have Omnibus bill with loaded questions - we should have 1-by-1 questions and people vote on each separately - the questions become Yes-No candidates in long ballot paper. Of course BBI lawyers will give many Commonwealth examples of Omnibus referenda. It dogfight from there.
Expect shenanigans about IEBC not properly constituted. Basically there is nothing legal or illegal about BBI itself - it just a process to gather views - which shield or dull attacks about PM or other questions being self-serving for Handshake crew. Uhuru and Raila could just start with bill of questions - like Aukot fool - and struggle to sell it. For now of course they market it as inclusion or national healing to end rigging and instability, bla bla.
It boil down to Babu the fox vs Ruto the wolf .. while both insist they have the Queen in their corner. Events will soon debunk the Uhuru myth for us.
