Updated power development plan prepared by the Ministry of Energy and covering the period 2017 to 2037, now show that the earliest the country can build the nuclear plant is 2036 and not 2027 as initially planned.

It's just as well. I don't know how such a plant would work but NO banana republic should handle things that if they go wrong can turn into Chenorbyl. This is a country where the main airport catches fire and no one is held responsible, sembuse messing around with nuclear energy?

It does appear a screwy idea for a place like Kenya, but according to the country's leaders it is the sort of "advanced thinking" that will take the country to the next level.   

Deputy President William Ruto said developing nuclear power is more than just "thinking outside the box."

"Kenya's stated intention of using nuclear energy for electricity generation reflects the sort of thinking which can propel a country from relative mediocrity to the realms of greatness," said Ruto.
