IMF brought Moi to his knees.
First you have jumbled up the Moi Projects without due regard to space and time. If I briefly correct you ( as away of proving the mash-up):

Tree Campaign - 1986 - 87 (on British Spin Doctor Firm's advice to deflect Human Rights abuses and the massive anti-Dissent crackdown that saw the largest number of political prisoners, EJK etc)
1985 - ?? Nyayo Wards, Nyayo Buses, Moi Girls Schools - Not really a project or projects but a way to launder bribes and kickbacks through among others Mugoya Construction. The first of the NYS heists where Moi simply stole Dutch aid money under their white noses.
He never really violated the IMF terms. He went ahead to retrench public workers - a mistake that would later cause all manner of problems including limiting the state's financial absorption capacity. SAPs became part and parcel of life in Kenya. He sold off public investments at a song through the 90s. Matters came to head in 1992 when they made direct political demands. Again we see him bowing to pressure and going multiparty - his greatest political achievement because it gave him a new lease of life beyond his own expectation and he would have gone on for ever if he had not chickened out.
IMF money is not that crucial but so are the so called ratings or even political unrest. It is the effect it has on the economy. It gives a clean bill and other lenders get confident and come in. When the opposite happens the other lenders cut you loose and foreclose their loans.
Banning new projects however is propaganda. Monies sent to devolved government is not and cannot be earmarked. They are free to spend as per their budgetary priorities direct them. Most of the "projects" are already ongoing and are planned for years ahead. The problem will of course be that new bribes cannot be expected form old projects.
Uhuru and Ruto are extreme political thugs who will easily dishonour the IMF nonsense once they get the dollars. Even when they had Moi by the balls he would still launch gabions, trees, wards and anything. IMF are so desperate - 1.5b dollars to current Rotich's Treasury is an appetizer. Given Rotich and Thugge ability to find loopholes I wont be surprised they will introduce a definition of 'new projects' as they have with debt.
Matters economic everybody in Jubilee seems to be of the view that they won't be (t)here to clean up the shit when it hits the fan.
