I said earlier that Uhuru Kenyatta follows Kibaki's steps. I can add that Uhuru Kenyatta follows Kibaki's footsteps more accurately than Moi followed Kenyatta's. Moi weaved an anti-Kikuyu-Luo Alliance that kept him in power for 20 years and then isolated Kikuyus by bring in Luos in the last 4 years of his reign.
Kibaki was brought to power by a huge national coalition with Luos voting almost to a man for him. One should examine and compare the votes brought in to NARC by Wamalwa and compare the same with the votes which can be attributed to Raila. However as soon as Kibaki had settled in to office, he turned against Raila and instead focused on roping in Luhyas. Without a strong leader, the Luhya adventure failed and led to PEV.
Uhuru came to power on the backs of Kalenjin votes delivered by Ruto. He kept the coalition with Kalenjin/Ruto with an eye to the second term. Here you can see him avoiding Kibaki's mistake of alienating allies in the first term. However as soon as grabbed the second term, Uhuru unleashed the carefully laid plans to dump Ruto.
Here are some of the tactics he is using which are similar to those used against Kibaki's allies
1.Do and DenyKibaki would slight his allies - whether it on triteness like denial of access to the VIP lounge at JKIA or ordering Provincial administration to erect roadblocks. They would then deny any such orders were given but no action would be taken against the mandarins who did it.
2. Endless MeetingsKibaki has held fewer meetings than Moi. Moi was the absolute master at meeting people - from enemies to friends and others. This was especially true during crises.
Kibaki would arrange to meet Wamalwa, Ngilu and (later during NARA) Raila. This would come after his mandarins had slighted or subjected his colleagues to untold humiliation or a breach of agreement etc. He would invariably assure them all will be well and he does not approve of the "nonsense". They would leave pleased and for a few days all would seem fine, before it reverted back to normal. This habit eventually caused Raila to play hardball and exercise more leverage over Kibaki/PNU.
3. Kinyua is to Ruto What Muthaura was to Raila Kibaki cancelled all the powers granted Raila by appointing Muthaura. Apparently those who negotiated did not listen to Ruto who had got it from Sally Kosgei that either the post of Head of Public service should be abolished or placed under the PM. Raila went to Sagana and cut a deal with Kibaki ignoring this and many other important provisions. The result was Muthaura practically turned Raila's executive power into a joke.
Kinyua is playing that same role towards Ruto
4. A Gang of Mandarins Kibaki set Iringo, Kimemia, Nancy Gitau etc. These acted to slow and frustrate Kibaki's allies/ enemies.
Today Karanja Kibicho, Kinyua and a coterie of mandarins are on Ruto's case.
