They first bribed the secretary to delete most of the stinging recommendations. Before that they edited most of the sting out of the report. Then they went to the government printer and basically wrote their own report.

But even after that, they were still not satisfied. They decided to ignore the whole thing.

The only important thing about the TJRC report is that historically it will mark the moment when Reactionaries ganged up and sought to reverse all the gains of the Bomas - New Constitution. The counter revolution had began.
