He should go slow on those he used to steal or they will name him. We roundly beat him the first time. He panicked. He had run out of money 3 weeks to the August poll while NASA got a huge injection of funds towards the end of July.

Those who can recall, I made it clear that the lies about NASA being broke and coming from Jubilee hawks were messages to their grassroots that "even NASA is broke". NASA made lots of pickings as JP grassroot personnel could not even pay for fare back home.

So as we prepared for the repeat against a broke Uhuru, he made the decision to raid parastatals and ministries. That was the main reason Raila chickened out against our protests. We had the thief in our cross hairs for once.

Ruto's crime family has become too big and there cannot be two big crime families going after the same resources. Right now the MKM has an upper hand because they have the power. IF, big IF,  Ruto took over,  Ruto will be ruthless. He will replace them with the younger, less wealthy, now-nobody- kikuyu MP's who are supporting him.   Ruto and MKM have to have a gang war. There is no way around it. One crime family must emerge the winner and the other must be subdued or must surrender its wealth. Raila must stay out of the way.  Whomever wins will need Raila politically.

I think both UhuRuto think they've earned the right to skim the top cream - they don't of course thing some junior person in civil service deserve to steal.They should be lucky to have a job.

Uhuru was supposed to establish office of management and budget like america's https://www.the-star.co.ke/news/2015/11/26/uhurus-new-budget-office-borrowed-form-us-model_c1248282, but nothing came of it. But even if it were established who's to say that OMB wouldn't be equally corrupt. The only solution is to starve the beast.
