I would do a Fidel Castro. I would really close Nairobi west mop it of the oligarchs and do this in every town and Hamlet in kenya. Then I would impose a serious socialists program for 10 years. In this time the focus would to grow the economy by privatizing it. Enforce taxation any one caught evading taxes would be jailed and egregiously cases hanged. .  With increased taxes I would fund public housing and access to land for the landless. Religion would be banned

I thought chance for structured change has passed with UhuRuto looting, but looking at how devolution is shaping up, seems Kenya will always have unique solutions to its unique challenges.

National government still controls 85% of funds. County government as currently structured cannot succeed. Governors are nothing but HR managers to manager unruly and unwanted civil servants such as doctors, nurses, etc. Counties need 50% of national funds to make an impact that can change fortunes
