If you calculate you find that there were enough votes to decide the election in those two counties without the need for voters.

Using the lower number of 500 voters per station and the total of about 15 million valid votes.  11K stations comes to about 4 million votes assuming full turnout.  Maybe 80% of that is the correct number.
